This starter kit installs a beginner-safe cost ownership system so Finance and Engineering can answer basic questions without chaos:

  • who owns this spend
  • what environment it belongs to
  • what it supports
  • what we should shut down or optimize first

This is not a perfect tagging program. It is the minimum viable system that actually sticks.

Beginner-safe definitions

Tag: a label attached to cloud resources to identify ownership and purpose.

Owner team: the team accountable for the spend and the decision to keep, downsize, or delete.

Environment: where the resource runs (prod, staging, dev).

Unowned spend: spend that cannot be attributed to a team due to missing tags or broken mapping.

Shared services: platform services used by multiple teams (logging, networking, data platforms).


Minimum viable tag standard

Start with 3 required tags. Only add more after you can enforce these.

Step-by-step implementation

Step 1: Choose the minimum required tags

Pick tags that map directly to decisions:

  • who owns it
  • where it runs
  • how Finance books it

Beginner-safe defaults:

  • (human accountability)
  • environment (prod costs are treated differently than dev costs)
  • (finance mapping)

Step 2: Define allowed values

If allowed values are unlimited, tags become inconsistent and useless.

Beginner-safe approach:

  • environment allowed values: prod, staging, dev
  • allowed values: your actual team list
  • allowed values: your finance cost center codes

Step 3: Define ownership rules

You need rules for three cases:

Case A: Normal resources

  • Each resource must map to exactly one .

Case B: Shared services

  • Shared services must have a named platform owner team.
  • Shared service costs can be allocated later if needed. First priority is ownership.

Case C: Unknown spend

  • Unknown spend is reviewed weekly.
  • Unknown spend must be assigned an owner within 7 days.
  • If unowned after 14 days, it becomes a shutdown candidate.

Step 4: Define enforcement

Pick the enforcement level you can actually support.

Beginner-safe enforcement ladder:

  1. Report only (week 1 to 2): build visibility and fix obvious gaps.
  2. Escalate (week 3+): require owners to remediate untagged resources.
  3. Block (later): prevent creation of new resources without required tags where feasible.

Step 5: Install the weekly governance cadence

Weekly (15 minutes) agenda:

  • untagged spend
  • top cost movers by owner_team
  • new services created outside standards
  • owners and deadlines

The goal is to make cost ownership boring and repeatable.

Common failure modes

  • too many required tags at the start
  • no allowed values, leading to inconsistent tagging
  • no enforcement, so tags decay
  • shared services treated as “no owner”
  • governance happens monthly instead of weekly
